On July 7, 2022, the Government issued Decree 45/2022/ND-CP on sanctioning administrative violations in the field of environment, in which, additional regulations on sanctioning individuals and households were added. Households do not separate household waste.

Specifically, a fine of between VND 500,000 and VND 1,000,000 shall be imposed on households and individuals for failing to classify domestic solid waste as prescribed; do not use packaging containing domestic waste as prescribed.

At the same time, Decree 45/2022/ND-CP also stipulates agencies, organizations, production, business and service establishments, and investors in the construction and business of infrastructure of production, business, and service zones. In concentrated service, industrial cluster, which generates daily-life solid waste with a total volume of 300kg/day or more, the fines will be as follows:

+ A fine ranging from VND 15,000,000 to VND 20,000,000 shall be imposed for failing to sign a contract with a waste collection, transport, reuse, recycling, or treatment unit;

+ A fine ranging from 20,000,000 to 30,000,000 shall be imposed for using means of transporting domestic solid waste that does not meet technical requirements on environmental protection.

Decree 45/2022/ND-CP takes effect from August 25, 2022, and replaces Decree 155/2016/ND-CP and Decree 55/2021/ND-CP
