CHARGE OBJECTS

Decree No. 53/2020/ND-CP stipulates that the subjects subject to environmental protection fees are industrial wastewater discharged into wastewater receiving sources by the law and domestic wastewater, except for cases of fee exemption under regulations of law. regulations.

In which, industrial wastewater is wastewater from factories, locations, production and processing establishments (hereinafter referred to as establishments) of organizations, households and individuals, including: production and processing of agricultural products, forest products, aquatic products, food, wine, beer, beverage, tobacco; livestock and poultry-raising establishments on farm-scale in accordance with the law on animal husbandry; livestock and poultry slaughtering establishments; aquaculture establishments that are required to make environmental impact assessment reports or environmental protection plans according to regulations; handicraft production establishments in craft villages; tanning, leather recycling, textile, dyeing, garment establishments; mineral mining and processing establishments; paper, pulp, plastic, rubber production establishments; electrical and electronic components and equipment; mechanical, metallurgical, metalworking, machine and spare parts manufacturing establishments; facilities for preliminary processing of scraps, dismantling old ships, cleaning and rinsing ships, and treating wastes; basic chemicals, fertilizers, pharmaceuticals, plant protection drugs, building materials, stationery, household appliances; clean water supply plants, power plants; centralized wastewater treatment system in urban areas; centralized wastewater treatment system in industrial parks, industrial clusters, export processing zones, economic zones, fishing ports, hi-tech parks and other zones; Other production and processing establishments generate wastewater from production and processing activities.

Domestic wastewater is wastewater from the activities of Households and individuals; State agencies, non-business units, people's armed forces units, and other organizations (including executive offices, branches, and offices of these agencies, units, and organizations), except for establishments production and processing establishments belonging to these agencies, units, and organizations; establishments washing cars, washing motorbikes, repairing cars, repairing motorbikes; medical examination and treatment establishments, restaurants and hotels; training and research institutions.

Free environmental protection for wastewater in the following cases: Water discharged from hydroelectric power plants; seawater used for salt production is discharged; domestic wastewater of organizations, households, and individuals in communes; organizations, households, and individuals inwards and townships that do not yet have clean water supply systems; households and individuals that do not do business inwards and townships already have clean water supply systems that exploit water for their use; cooling water (according to the law on environmental protection) is not directly in contact with pollutants, has its outlet; wastewater from natural rainwater overflow; wastewater from fishermen's fishing means; wastewater from centralized wastewater treatment systems in urban areas has been treated up to environmental standards and technical regulations as prescribed before being discharged into receiving sources.

Environmental protection fee for wastewater

- The environmental protection fee for domestic wastewater is 10% of the selling price of 1 m3 of clean water excluding value-added tax. In case it is necessary to apply a higher fee, the People's Council of the province or city directly under the Central Government shall decide the specific higher fee rate for each chargeable object.

- Environmental protection fee for industrial wastewater for establishments with an average total wastewater volume of less than 20 m3/day (24 hours) applies a flat fee based on the volume of wastewater (not applicable). variable fee) as follows: In 2020, the fee will be VND 1,500,000/year.
